"grain_reason": "ENBRIDGE HOLDINGS GRAY OAK, and the ruling rests on the SHAPE OF THE BOOK plus two named handoffs -- NOT on the size ratio, which is what detained Centurion and Basin for a fortnight and is recorded below only so nobody mistakes it for the argument. (1) `lease_receipts` is `nil` in ALL ELEVEN held months of 2025: this filer gathers nothing. Every barrel arrives from another registered carrier at a meter. Centurion, refused above, files 2,379 lease rows across 153 leases and Plains 01-0995 files 386; a gathering system gathers, and this one does not. (2) The certified page-1 receipts and deliveries agree WITHIN 0.5% IN EVERY ONE of those eleven months (2025-06: 32,162,502 received against 32,171,578 delivered) over a stock that never leaves 4.2-4.5 MMBBL. An aggregate of several assets has no reason to balance like that month after month; a single bore has no choice. (3) TWO OTHER FILERS NAME THE LINE AT CRANE AND AGREE TO THE BARREL -- Magellan 03-0129 books 'Gray Oak Crane Terminal' to counterparty 'Enbridge Pipeline' at 4,833,430 BBL (2025-09) and 4,482,835 BBL (2025-10), and this filing carries both figures exactly as receipts; Oryx 08-0574 books 'Crane Stn (Gray Oak Interconnect)' at 9,783,847 BBL (2025-09), which is also here to the barrel. That is 3 of 3 month-pairs in which both sides print a MEASURED figure. Oryx's other four months are excluded, not failures: 10,080,000 and 10,416,000 are 336,000 x 30 and x 31, a nameplate rate written into a filing, and a round number cannot corroborate anything. Three further filers name Gray Oak as a counterparty without a comparable figure -- Flint Hills 03-1141, Plains 02-0879, Medallion 05-2455. (4) The route is the edge's route: receipts in District 08 from Permian gatherers (Oryx Delaware, Western Refining, Medallion Delaware Express, EOG, Panther, Enlink) at Crane and Wink, deliveries in District 03 at Ingleside and Corpus Christi to Enbridge Ingleside Oil Terminal and South Texas Gateway. (5) NO JV DOUBLE-COUNT. Gray Oak is Phillips 66-operated with Enbridge holding a stake, and Flint Hills names both sides ('PHILLIPS 66 PIPELINE LLC (GRAY OAK PIPELINE)' and 'ENBRIDGE HOLDINGS (GRAY OAK) LLC'), so the obvious risk is that this filing is a minority share or a second copy. It is neither: the three Phillips 66 registrations held total 83.4, 13.5 and 7.0 MMBBL, none of them a second Gray Oak, and P66's own Gray Oak registration 08-0714 is `wanted`. THE SIZE, STATED LAST AND CARRYING NO WEIGHT: 380.6 MMBBL of certified deliveries over 335 days = 1,136 MBBL/D against a 1,020 nameplate, 1.11x. A PLAUSIBLE RATIO IS NOT EVIDENCE OF LINE GRAIN (see 08-3807); it is here because its ABSENCE would have been evidence against, and it is not absent. NOT WIRED -- see T1_CORRIDOR_MAP, which this ruling only makes eligible. Ruled 2026-08-24, after the P2 scan-reader fixes were re-run over all eleven filings; the previous refusal expected those fixes to decide it and they did not (the facility column is still empty on 77.4% of detail volume, 184.8 of 238.8 MMBBL). That turned out to be the wrong thing to have been waiting for: the grain question is answered by page 1, which reads in all eleven months, and the facility column is a WIRING blocker, not a grain one.",
